The Target Progress report is driven by 'targets' that are assigned in the Staff Manager. When there are display issues with this report, it's likely to be down to the configuration of Targets assigned to staff.
Here's what you'll need to do:
If a particular staff member is not appearing in this report, then check that they have a target assigned in the Staff Manager. As soon as a target is assigned to them, they should display in an additional row in this report!
